In my opinion, the best way to create a website is programming + unique webdesign. I do most of my work from scratch or based on some of my previous work.

I think it is best to start with what your goals are. What is the purpose of creating this site and who is your audience. We need to know so that we can direct you towards just programming or maybe some website design work is needed and so on. I think after we get that answered, we can better assist.

In my opinion it all depends on who you're building the website for.
For big businesses that can also pay you more for your time and effort, it is better to design by yourself.

For small businesses though that have a low budget and still want a unique,
top class website ASAP, there are more cost-effective ways:

are better, because you can make a good professional website in about 15 minutes
and make the design changes easily too to satisfy the client immediately.

Hi Harryfer.I think you should clarify your objective and the scopes of your website.You should define your users first.The tools to be used w'd be varied accordingly.You should choose language then.Though To make a website you can use Dreamweaver,Sitebuilder ,programming + and many more software are there.

2) Database management.
3) Coding.
4) Designing.
