Will the car stop driving because of the turboCharger?

My 1995 mazda millenia stopped driving, it moves but makes noises and smokes. A friend said the turbocharger (supercharger) was bad. I thought the turbochager was just for high speed, so I was wondering if that can actually happen because the turbocharger went bad.
