Changing the style of your links is probably the easiest change you can make in your design. Background colours look really good, but can be more distracting if there are loads on a page. Keeping things simple is really the best way to go, and for this I would have to say colored and underlined, less is more in most things that we do. Just make sure that you chose one that fits the design of your site.

If we talk about linking, we need to deal with every part of it. It has many instructions to avoid mistakes. This will help us to do more about the HTML and CSS.

Background colors really good, but can be annoying if you want to download the page. New HTML elements and attributes have been added in order to easily integrate style files in HTML documents.

I wouldn't outsource it via e lance. I suspect you'll have no idea what you're getting. You might spend $3k and get links that do nothing for you. Pick your link style first - then go outsource.
IMO, in today's market, I personally wouldn't go with an off the shelf SEO package. I'd either fire up a paid blogging campaign or go high end. In the first case you know you're getting high volumes of low quality, and in the second you'd be getting lower volumes of higher quality. Both have their advocates.
In other words, first spend some time reading and figuring out exactly what type of links you want. You want blog links? Directory links? High end hand built links? . Then go find a package or seo company will provide that style of link at the best price.

Also ive noticed that in Toronto there are lots of Iranian dress stores. Iran has really pretty dresses like in Lebanon too.

You would want to place the CSS into the body of the web page. Whether it is in the header section, or in the body, makes no difference whatsoever. And having the CSS in the header will make it correct in terms of W3C validations.

Background colors look really good, but can be more careful if the page is loaded. Keep it simple really is the best way, and I must say, the color and underlined, less is more, in most cases we do. In the first case, you know you want high quality, low volume and you get a second reduction in the number of higher quality. Both have their own thoughts. In other words, first spend some time reading and links to calculate the type of what you want.

An external style sheet is ideal when the style is applied to many pages. Imported style sheets are useful for purposes of modularity.
